University Heights Neighborhood Association
Special Meeting
August 25, 2016

Attendees: 16
Purpose:  To provide for the public safety, UHNA is seeking support leading to a city ordinance limiting parking to one side of the street on select streets in University Heights

I.     Welcome by Jeri Warner

II.   Parking Project Presentation:  Ruth Soper
a.    Project background:
                                              i.     March – Survey of neighborhood concerns taken at UHNA meeting
                                             ii.     May – Results presented.  Public safety was the highest priority with parking around new Health Pavilion was high in that group.   Discussion determined that the city must put up signs to regulate parking
                                           iii.     July – Report presented on progress made with city in determining parking regulation needs.
1.    Informal survey by UHNA to evaluate access to parking on property for each home.  Only 2 areas were without on property parking or access to alley. 
2.    Fire Department reviewed parking on
    Edwards from Shelby to State
Mills from Bowman to Matthews
Markwood from Bowman to Matthews
Matthews from Castle to Lawrence
Due to width of streets and need for passage of emergency vehicles it was determined that parking should be one side of the street (on side opposite fire hydrants)
IFD felt that there was no concern on Matthews from Hanna to Castle.  The property owners are UIndy and one homeowner, both present and both agree to petition to city for ordinance change to one side of street parking.
“No parking” within 15 feet of corner to be mandated at all intersections.
These changes can be made immediately on the basis of public safety
3.    City regulations require that 75% of property owners must agree in writing to petition changes in street parking regulations with an ordinance.
4.    Process to obtain an ordinance change:
a.    Petition to be sent to Jeff Miller as our City Councilman
b.    Jeff Miller to request ordinance change from DPW
c.    DPW to introduce request to council
d.    Council to submit request to committee
e.    Hearing to be held, if supported by councilor it will pass without dissent.
f.     It will be returned to full council and if passed, mayor will sign
5.    This process would probably take about 2 months, then DPW will put up signs appropriate to ordinance

b.    Obtaining parking changes and sign placement using the IFD safety recommendations would be faster, however it would not have the strength of ordinance change.
c.    Recommendation was made that both paths to get the changes made be followed:
                                              i.     First get signs placed through IFD (Executive order by Department of DPW)
                                             ii.     Second go through the City Council to get Ordinance changes made to give legal strength to the changes being made.

III. Discussion

a.    Concerns expressed about 2 areas where alleys are not accessible. 
                                              i.     Part of Markwood Ave. between Otterbein and Bowman - Alley blocked by weed growth and debris
                                             ii.     Part of Edwards Ave. by Matthews  -  Alley blocked by weed growth and debris
                                           iii.     Alleys are a public right-of-way for access to utilities. Inquiries will be made regarding need to clear the alleys
b.    Question regarding neighborhood responsibilities
                                              i.     If signs are ignored individuals must call Mayor’s Action Team or Police Non-emergency number to report.
                                             ii.     If houses have more than 4 unrelated occupants, the owner must obtain a special permit and zoning.  Neighbors must report this to Mayor’s Action Team.
IV. Vote
a.    Motion made to support executive order to implement signs based on the IFD recommendation and then to support a petition to make changes by ordinance.
b.    Motion seconded
c.    Motion passed without dissent

V.   Presentation on campus parking changes and possibilities by Pam Fox, Executive Director of Facilities Management
a.    See UHNA email dated August 25, 2016
b.    Parking Permit changes
c.    Temporary parking at Calvary Christian Church and shuttle service to campus
d.    Placement of stone on State and Castle Streets surrounding the parking lot for the Health Pavilion and marking of parking spaces.  This will prevent the problems with mud in this area.
e.    Changes in parking allowed in areas adjacent to the Health Pavilion.
